Shri M C Balasubramaniam Shri MC Balasubramaniam took charge as the Chairman and Managing Director of Gliders India Limited (GIL) on 23.01.2025, a prominent DPSU in Defence manufacturing. Shri MC Balasubramaniam, a 1999 Batch IOFS Officer, started his professional journey on 03.01.2000 as Probationary Officer in the esteemed National Academy of Defence Production after completing B.Tech from the prestigious Central Leather Research Institute of India. Prior to joining as CMD/GIL, he was holding the charge of the General Manager of Ordnance Parachute Factory Kanpur, a unit under the aegis of Ministry of Defence.

Earlier, during his posting in Ordnance Equipment Factory Kanpur, Ordnance Clothing Factory Avadi and Ordnance Equipment Factory Hazratpur at various capacities, he played a pivotal role in the area of Operations, R&D, supply chain management, Marketing & Export, New Product Development, Quality Control, Strategic Planning, Finance & Accounts, Production, Administration, etc. In an illustrious career spanning over more than 25 years, he has a very diverse career profile ranging from manufacturing of various types of critical Parachutes, Inflatables, Troop Comforts Equipments, Extreme Cold Climate Gears, Technical Textiles etc. for Indian Armed Forces, MHA and exports.

Shri Siba Prasad PatnaikShri Siba Prasad Patnaik has taken the charge of Director (Finance) at Gliders India Limited on April 2, 2025. He is Masters in Commerce, Associate member of Institute of Cost Accountants of India along with other additional qualifications. Mr. Patnaik brings with him over three decades of extensive experience in Power (Thermal, Hydro & Renewable) and Mining sectors and worked with majors like NLC India Ltd and THDC India Ltd, held various key roles in both corporate & project environments.

Before joining Gliders India Limited, Mr. Patnaik had served as the Chief General Manager (Finance) at NLC India Ltd, a Navratna Public Sector Enterprise. He has a wealth of hands-on experience in Corporate Accounts, Treasury Management, Taxation, Contracts Management, Project Evaluation etc. Mr. Patnaik was instrumental in implementing the Asset Management and Banking ERP modules at THDC India Ltd, a Miniratna Schedule-A Government of India Company. Additionally, he played a pivotal role in introducing market-based debt instruments for working capital facilities which replaced the traditional cash credit facilities, resulting in significant reductions in financing costs.

Mr. Patnaik also developed a robust financial model for renewable projects, enabling to participate and successfully win several RE Projects through competitive bidding. He also has successfully secured large financial closures for several projects.

Smt. Urmila Rawat

Smt. Urmila RawatOfficer of Central Secretariat Service Cadre with more than 30 years of experience of working in various Ministries and Departments of Government of India. Have experience of working in Establishment Matters of Government of India and Bilateral Cooperation. Prior to joining the Ministry of Defence, Department of Defence Production, have worked in the Department of Economic Affairs, Ministry of Finance and Department of Personnel and Training. Have looked after the work of bilateral cooperation with Japan. Has been instrumental in clearing a number of projects of infrastructure and agricultural development with bilateral loans under Official Development Assistant from Japan International Cooperation Agency (JICA).

Has been in MoD, DDP since Nov. 2017 and looking after the work of Defence Exports and Industrial Licensing. Have worked to provide an end-to-end solution to speed up the process of grant of export authorisation. Many reforms were brought in to enhance defence exports and these have shown results. During her tenure, the defence exports has seen manifold increase from Rs.4682 Crs. in 2017-18 to Rs.21083 Crs. in 2023-24.
